Set up external links in Q.wiki navigation bar

In Q.wiki, external links to other systems can be added to the navigation bar:

• Only Key Users can configure external links in the navigation bar.
• If no external links have been added to the navigation bar, only Key Users see the empty group and the option to add new links.
• Regular users will not see the “External Links” module group in that case.
• Once saved, changes apply to all users of the system.
• In multi-site systems, external links in the navigation bar are always displayed regardless of the current unit.
• You can add up to 5 external links to the navigation bar to prevent it from becoming too long and cluttered.
